How do you test hydraulic surge brakes on a boat trailer? Block the wheels so it will not be back. dig a small hole in the hitch. Put a 2x4 in the hole and try to push the coupling to the axel. It should move a little. If it moves a lot, or dosn't move at all they do not work.
