Toddler Swimming PoolsWhat is the best thing to keep afloat toddlers in the pool?

My son is 20 months. I just bought a jacket around with floation built in. I thought it was a winner until I took it home to read online reviews that started the baby does not keep afloat at least they use their legs and arms to work to stay a float. The tubes are normally made for babies. He is 27 pounds. All the ideas I can use that will effectively keep it afloat?
